### Job Summary Healthcare Business Analyst
- Serve as lead business analyst and project manager for government healthcare IT projects, primarily supporting the South Carolina Department of Health and Human Services (SCDHHS).
- Evaluate agency needs, analyze existing ( as-is ) and future ( to-be ) business processes and technical designs.
- Coordinate and guide a team of business analysts during system change efforts, ensuring standard procedures and prioritization.
- Elicit, document, and validate business rules, requirements, and use cases through interviews, document analysis, and stakeholder engagement.
- Translate business requirements into functional specifications for IT teams and manage changes throughout the project lifecycle.
- Facilitate communication and act as liaison between business units, IT teams, and external stakeholders (vendors, providers, government agencies).
- Analyze business operations to identify opportunities for automation and process improvement, including business process redesign and documentation.
- Participate in requirements management processes: change control, version control, status reporting, and traceability.
- Provide guidance and interpretation of business requirements to technical and testing teams.
- Document and maintain business rules, requirements, and models in a repository.
- Proactively identify project risks, issues, and action items with recommended solutions.
- Support decision-making processes, including buy vs. build analysis.
- Utilize knowledge of Medicaid, MMIS, and healthcare insurance operations to support project goals.
- Stay current on technological trends to recommend innovative solutions for business needs.
- Use Microsoft Office tools and business process modeling software as needed.
- Perform other project-related duties as assigned.
